FRANK W. SARR
Account Executive
Prior to joining IBS, Frank spent fifteen years with CIGNA Group Insurance, as an Underwriter, Regional Marketing and Client Service. Throughout his career at CIGNA Frank has focused on Survivor and Disability National accounts. Frank served as Manager of the Philadelphia Sales and Service office where he was responsible for the Philadelphia territory, which included the greater Philadelphia market, Southern New Jersey, Delaware and Baltimore. He was also responsible for managing and maintaining an $80 million block of Survivor and Disability business. His key responsibilities included providing strategic planning and solutions for his disability clients and overall cost containment for his clients’ Survivor and Disability programs. Frank also served in CIGNA’s home office as a Vice President where he was responsible for developing Customer Service models and training programs for Sales Representatives, Account Managers, Directors of Account Management and Regional Sales Managers.
Frank’s success throughout his fifteen-year career with CIGNA has made him an eight-time qualifier for The CIGNA Presidents Club Award.
Frank’s focus at IBS is on developing cost effective benefits programs for large multi-location clients. His specialized focus on contract and underwriting intricacies associated with Survivor and Disability programs is an invaluable resource to IBS clients.
Frank graduated from Wittenberg University in Springfield, Ohio in 1989 with a Bachelor of Arts degree in Communications and a minor in Business and Economics.
Frank joined IBS in 1994 with a strong background in
flexible benefits with the Colonial Life division of UNUM.
His role includes initial and ongoing client relations on all
matters impacting their health and welfare benefits.

ANTHONY J. CARLOZO
Account Executive
Prior to joining IBS in 2006, Anthony spent 15 years in a direct sales capacity for a regional communications provider. His responsibilities included new business procurement, relationship development, and customer base retention. Anthony was promoted to Director of Sales and his responsibilities included personal production, manager and consultant development, new hire training, customer base retention initiatives, and overall production of the Northeast Region.
During his success, Anthony organically grew a top 10 customer base, number one ranking as a district and a region, a repeatable process to develop new sales consultants and earned a reputation as trusted advisor.
Anthony joined the staff of IBS as an Account Executive. He provides his clients with same hands on approach that served him well at his previous employer. Five years later, his responsibility includes strategic planning, cost reduction review, benefit analysis, employee communications, interaction of voluntary programs, evaluating of ancillary vendors – COBRA, FSA, HRA, Benefit Administration and Enrollment.
Anthony graduated from Rutgers University in 1991 with a Bachelors of Arts Degree in Business / Marketing.
